Hi, I had the same problem. In my case source of the problem was licensing service installed with Draftsight. It's called FlexNet Licensing Service, and I already had it installed earlier with Adobe Photoshop.
Try to:

- Check if You also already have this service installed, if yes You've got to find out which software is using it.
- Temporarily uninstall another software using this service.
